Yeah, its very cool. Is he 'falling' down to the bottom of the water or being held by his legs inside? If held the chain would be dangling down, but hell if I'm going to point out anything wrong with the picture. Its too damn cool, that is indeed a great effect on the eyes and those pants are just awesome. Also love the water effect, Woof

if i may? he seams like he could do with a bit more interaction with the background. he doesnt feel very underwater... .possibly the color of the lighting or have bubble over him too? i dunno. its still a really great pic. definatly dig those eyes... very powerful feeling.
He does look like he is falling through water, and his pants are waving slowly, giving it motion. He looks steady though, calm, collected, and focused, knowing what he is doing. And... the shining eyes were a nice touch.

Hmmmmmmmmm... have I told you I like the way you're drawing outfits? You do have a good grasp on it Oh, and the muscle too. This one looks very good, compared than old artworks you've done. Still, they look fine.
Hmmmmmmmmm... take this not as critic, but advice. You've taken it good by adding some bubbles around him. How if you add more bubbles "before" him? Yep, it will make him look in 3D surrounding. He'll look into the background. Anyway, manually or CG-ly, if the bubbles are drawn "before" object (read: you), I bet you can pick the proper position that the bubbles won't cover anything "too vital" in your body to impress the story, like the body, the face, or anything.
